The distressing moment that officers surrounded an 18-year-old and put him in handcuffs was witnessed by former youth worker Shareefa.
The boy was arrested as his phone has run out of charge and therefore meant that he could not tap out of the TfL network. The ex-youth worker approached the officers and pointed out that it may be better to complete the process in a more private part of the station, to avoid humiliating the teenager.

The officers responded by saying, “How do you know he’s not got anything on him?” causing Shareefa to point out that it was only a ticket fine.
The British Transport Police, which was the service responsible for the arrest, said, “Shortly after 6 pm on 16 October, an 18-year-old man was arrested at Oxford Circus station on suspicion of fare evasion. Following efforts by officers to deescalate the situation, officers charged the man’s phone which meant he was able to use his phone to tap out of the TfL network. He was then de-arrested and was allowed to continue his journey.”
